The Communication and the Green Paper complement each other: the Communication addresses urgent specific Internet-related issues and the Green Paper looks at the medium and long term to prompt debate on basic solutions to issues relating to a wide range of new audiovisual and information services.
The Working Party was requested by the Telecommunications Council to produce a report for its meeting of 28 November 1996 . The report represents the views of its members - a broad cross-section of industry together with users and government representatives. The Working Party agrees with the Commission's approach set out in the Communication, and has added useful operational detail.
