Preparatory action 1 - setting up hotlines

Technical specifications

The Action Plan envisages a European network of hotlines. The implementation of this would be facilitated by assessing the operational requirements of the central activities of the network and by appropriate preparatory actions in countries where no hotline currently exists.

An interim report will analyse difficulties and options in the following areas

  • Common procedures for what information can be exchanged and acted upon
  • Common practices for dealing with different Internet protocol e.g. web, e-mail, IRC, newsgroups.
  • Effective arrangements for liaison with law enforcement in different countries and internationally
  • Appropriate accountable organisational structure for the network.
  • Funding arrangements for the modest central administrative structure that a network will need (business model)

The work will be carried out in consultation with existing and future hotlines, and make recommendations. It should be completed within 6 months.

The contractor will further assess the practicality of establishing hotlines of the European network in Member States in consultation with potential candidates and give advice and support, building on the experience of existing hotlines.

The candidates for future hotlines will be identified by a call for declaration of interest published by the Commission.
