OUTLINE FROM SPEECH BY MRS. ANNEMARIE JORRITSMA-LEBBINK, MINISTER OF TRANSPORT, PUBLIC WORKS AND WATERMANAGEMENT, AT THE BONN CONFERENCE “GLOBAL INFORMATION NETWORKS: REALIZING THE POTENTIAL”

Key messages:

  • The liberalization of the telecommunications market is advancing with great strides, which is a favourable development, as the information society cannot exist without an efficient telecom sector. The EU played its role by establishing a European framework for liberalization.
  • Other EU developments, such as with regard to Open Network Provision, trans-European telecommunications networks, number portability and notably interconnection, have further contributed in making the telecom sector more mature.
  • The quality, availability and security of the telecommunications systems will have to meet specific requirements in order to establish a safe and secure feeling when stepping on the electronic highways. This also implies that governments must be allowed to continue with their tasks.
  • Global information networks should function independently but nevertheless a minimum regularity framework is needed by which they can function properly and by which they can be fully economically and socially exploited. Selfregulation should be a leading principle in our efforts.
