ABSTRACT OF MR. DE JULIO'S SPEECH AT THE BONN CONFERENCE ON GLOBAL INFORMATION NETWORKS, July 1997

First Plenary Session: “Building Confidence”

Title : “Role of Telecom Operators”

The aim of this presentation is to give a contribution to the debate on the evolution of the Global Information Networks and the development of the Information Society from a telecom operator perspective, also on the base of direct experiences.

Telecom operators, indeed, are giving an important contribution to the development of Global Information Networks not only by implementing new advanced telecommunication networks, and the related accesses and interconnections, but also new services, among which electronic commerce.

In this context not only the telecom operators, but all actors involved, must contribute to the definition of a correct technical and legal framework that is a prerequisite for building confidence and to achieve a massive diffusion of the Information Society.

This requires a clear and transparent definition of roles and responsibilities of the different actors in the value chain (content providers, service providers and network operators).

In particular, the role of telecom operators in the development of the Global Information Infrastructure and in building confidence and awareness will be highlighted.
